A Question Not Asked

The Telegraph reports that Ofsted have conducted a survey of 4000 social workers and that two-thirds of them say they cannot do their job properly because of excessive workloads and being hampered by unnecessary red tape.

I have not read the survey but would be prepared to bet that one question not asked in the Ofsted survey was:-

Do you think frequent Ofsted inspections with their emphasis on recording and form-filling have contributed to the overloading of social workers and the proliferation of red tape?
